Momentum has called on the Planning Authority to reject db Group’s application PA/05423/26 to sanction rock excavation and a concrete platform in front of the boathouses at St George’s Bay. According to Momentum, the application also seeks to extend the existing lido and pool deck area. It urged the authority to impose fines and take legal action against the developer.

Momentum described the application as another example of a “develop now, sanction later” culture in Malta’s planning system. It said works were reported to have taken place before the developer sought to regularise and extend the development.

The organisation recalled its December 2025 Freedom of Information request about ownership, concessions, encroachments and other arrangements concerning the site. It also cited its January 2026 call to protect the historic boathouse and carry out a full heritage assessment. Momentum accused the Government and Opposition of remaining silent throughout the process.

Dr Matthew Agius, a member of Momentum’s executive committee, said: “No one should feel that submitting a representation is a wasted exercise.” The deadline for public representations is 22 September 2026. Momentum urged people to email representations@pa.org.mt with the subject PA/05423/26.
