The Government will launch a public consultation in the coming weeks on objectives for revising the Development Control Design Policy, Guidance and Standards 2015 (DC15), Minister for Infrastructure, Planning and Employment Jonathan Attard announced at the close of the National Property Conference 2026. The announcement follows progress in Parliament on reforming planning appeal rights.
Attard said the revision should provide a clearer, more consistent framework, emphasising architectural quality, protection of built heritage and residential quality. “We want a policy that reflects today's priorities and places quality at the heart of development,” he said.
He also announced that a review of local plans would begin in the coming months, organised around different themes. Attard said this would allow each subject to be addressed according to its characteristics, challenges and needs. He stressed that consultation did not mean a veto, and that the Government remained responsible for balancing legitimate interests.
Attard also said further legislative intervention was being considered to ensure people could exercise their rights without pressure, intimidation or fear. He expressed concern about a personal garnishee order against a Mayor following an appeal submitted on behalf of a Local Council.
