On Wednesday, Parliament’s Environment Committee adopted its proposal for revised CO2 emissions targets for new cars and vans and incentives for clean vehicles made in the EU.

The draft rules were adopted with 48 votes in favour, 30 against and two abstentions, and are part of what the Parliament described as a broader package for a clean and competitive European automotive sector.

For passenger cars, MEPs want to lower the 2035 fleet-wide CO2 emissions reduction target from 100% to 87.5%. For vans, they propose a 35% reduction target by 2030, compared with 40% in the Commission text and 50% under the existing rules, and a 2035 target of 80% instead of 100%.

The proposal also includes incentives based on low-carbon steel made in the EU, as well as super credits for certain electric vehicles. The Environment Committee also proposed changes to the definition of “zero-emission vehicles” and to vehicles running exclusively on eligible fuels.
